When I first started this project with Pete Rahon and a few others, we selected 25 nominees who qualified as per the requirements from PEBA. Before, it was simple, you're nominated, we asked that you display the banner in your sidebar, then you submit your blog for voting and judging.
It was simple, and yet it was successful. I was thinking to do the same next year. One category for top 10 without entries, and top 10 for those with entries. Those with entries will receive a trophy and certificate, and those who without entry, will just receive an online banner. What do you think?
Reymos, one of the nominee for this year posted his favorite 2009 Top 12. I leave the choice to the nominees if they wish to make an entry about their favorite blog too. Being the founder, I do not want in anyway to influence the judges take who is currently judging the 37 nominees, so instead, I'll post about my Top 12 from last year nominees.
Here's some of my favorite and wished that they all got into Top 10 out of the 25 nominees from 14 countries.

Not all of my favorite won, but I visited them, not as often as I should have or I should be, but pieces by pieces, I learn from them, and they inspire me. For me, and the many other OFW and Expats blogs out there, including the best and qualified nominees of this year, 37 strong and powerful voices of stories from 21 countries, are all winners, in my heart and in my mind.

Thanks for mentioning my 2009 top list. It was difficult coming up with my top 12 from the 37 nominees, but on the other hand it was easy because I dont know about these bloggers so I dont have biases in choosing my top 12.
Actually, I was suppose to contact PEBA about the 2008 nominees just to find out those bloggers who did not make it to the top 10 which I think might be interesting to know them.
Were these bloggers who were not included in the top 10 could still be nominated in the future?
In terms of the nomination and selection, I still prefer what we have now (2009). Maybe, what PEBA can do is offer special awards like: blog written in Filipino; blog written in English; Entreprenuerial blog; Inspirational blog, etc. I suggest to limit the number of the official nominees. For example, for next year, just limit for 30-35 blogs for top 10, or 35-40 for top 12. Having fewer judges might be manageable to tabulate the results. Honestly, I dont think Alexa is beneficial to new bloggers so better find other way to determine the popularity of blogsites.
REYMOS - yes.. anyone na hindi nakapasok sa Top 10 can still be a part of PEBA 2010.. pwede ulit sumali!
About the number of Nominees, hindi rin namin haharangin kung sinong gustong magsubmit ng blog post. basta valid ang post, at pasado sa guidelines kahit umabot pa ng 50...
About tabulation, kahit gaano kadami ang judges at ang Nominees... may OFFICIAL JUDGING MATRIX ang PEBA. madali lang ang magtabulate.
About ALEXA... we'll keep it. at hindi tatanggalin ng PEBA ang ALEXA. It will always be a part of PEBA.
And your other concernsssssss, ang BOARD ang magdedecide non...
Pero most likely, it will always be this kind. This is the PEBA way.

I've my personal favorite and I will be bias if I name them dahil most of them have been my blogfriends for quite some time. Siguro a day before the awarding day, I will post my top 10 favorites, and check it against the ten choices of the judges.
I think the judging criteria, the choice of judges and the selection of nominees are extra-exemplary this year. I don't know nga if 2010 can beat this year's vigour and excitement.
Good luck sa ating lahat. Most importantly, good luck sa PEBA, kay Azel, Kenjie and family, the judges and the other people behind this project.
